R&D Promotion

Centre for High Technology sponsors research projects in the field of Petroleum Refining, Gas Processing, Transportation, storage and handling of Crude Oil and Petroleum products.

The proposals received from R&D and academic institutions after review by Scientific Advisory Committee on Hydrocarbon of Ministry of Petroleum & Natural Gas are recommended to Advisory Committee of CHT. The proposals up to Rs 100 Lakhs recommended by Advisory Committee are approved by Executive Committee of CHT. The proposals above Rs 100 Lakhs are approved by the Governing Council of CHT.

R&D projects

Centre for High Technology (CHT) sponsors research projects in the downstream sector. The proposals are received from R&D and academic institutions/organisations & presented before Scientific Advisory Committee (SAC) on Hydrocarbon of MoPNG for recommendation and approval from Executive committee (EC)/ Governing Council (GC).  

SAC is headed by Dr Anil Kakodkar, a prominent scientist of BARC & Padma Vibhushan Awardee. SAC has its Members, Permanent Invitees & Special Invitees from academic institutions (IISc, IITs, IICT), Oil PSUs, R&D organisations of Oil PSUs, IIP, NCL, OIDB & MoPNG (annexure-1). In each project, a commercial partner from Oil PSU is also involved for commercialisation and use of developed know-how. Recently, a position paper on needs for futuristic areas of research in the downstream sector has been finalised after thorough deliberation by SAC. Further, for broader participation, mechanism of inviting research proposal through EOI route has been introduced since July, 2016.  

CHT signs MoU with participating agency and the grants are received from OIDB. The progress of the project is reviewed regularly and the status is presented to SAC. 

Projects under HCF

The Hydrogen Corpus Fund (HCF) of Rs 100 crore was set up by MoP&NG with contribution of Rs 16.0 crore each by IOCL, GAIL & ONGC, Rs 6.0 crore each by HPCL & BPCL and Rs 40.0 crore by OIDB. So far, 8 projects have been undertaken under the HCF and all are completed with a total expenditure of Rs.27.02 crore. The fund is being managed by OIDB as per the guidelines issued by the Steering Committee on HCF of MOP&NG. With financial closure of all these projects, the balance in corpus is of the order of Rs 125 crore.
